VMware: Allow connection (VMware console) despite VM being powered off

It would be terrific, if you could connect to a VMware VM by console even if it’s powered off.

I’d like to be able connecting to a console before powering on the virtual machine.

the question i have is how do i turn on vm?
i keep getting “The request failed because a module error has occurred.” in the Log tab.
